The army understands in short dollar terms the value of going green, and they have turned a lot of their housing renovation and production over to a private company, Actus Lend Lease. This company will build housing for the army, and then Actus Lend Lease is responsible for running it for the next 50 years. At which time, they give it back to the army.
Because this company is both builders and landlords who are responsible for the energy bill, they are building very energy-efficient structures. They are using photovoltaics, solar-thermal insulation package, rot resistant, good windows. (This is in Hawaii where the climate is really benign.)
They are building high-quality houses at a reasonable price and spending a lot of money on renewable energy sources and highly efficient systems: Air conditioning, windows, etc. Because it makes sense. When you do the calculations over a fifty-year period instead of a five-year period, it doesn?t pencil out to do anything but go green.
