To fix poor windows you can either purchase and install new ones (an expensive task), or better yet, install plastic sheeting around the window's surface. In order to install this plastic correctly, remember that you need an air gap between the bad window and the plastic. This is what will aid your windows the most in sealing out the chill.
If you already have double pane windows and are still feeling a draft, you may be experiencing a draft creeping in around the outsides where the window fits into the framing. You can test for this using a candle or incense, but to the tune of about $2.00 per tube of caulk, it is probably not a bad idea to just go ahead and run a bead of caulk around the entire window surface anyway without bothering with the testing. Use a damp sponge to smooth out the bead and give it a professional appearance.
